new energy-saving-certificate is mandatory for house-owners who wish to sell or to rent their houses


Since the 14th of April 2013 house-owners who wish to sell or rent their houses are obliged to hand over a Energy-Saving-Certificate to house-buyers or potential tenants. The lack of this certificate can lead to fines from 3.000 to 6.000 Euros.

The certificate will be valid for 10 years. The qualifications will vary from the letter A (maximally efficient) to G (minimally efficient). Every Comunidad Autonoma will need to hold a Registry for this.

Uncertain is still how this certificate will be produced. By whom is already certain. In principle Technical Architects, Architects,  Engineers and specially for this purpose formed professionals. The first ones mentioned have of course been hit severely by the building-crisis and it is striking that this European directive from 2007 is going to me implemented now in Spain.

The question is whether the environment has preference here or other – economical – interests of society prevail.
